The Iraqi issue is one of the most dangerous and complicated issues in the regional and international area, after the dramatic development it witnessed in the last two months, and due to exceptional historical position in which it occurs where the USA administration seeks to signally domain over the world. Meanwhile the main powers are struggling to maintain their positions and privileges already obtained since the establishment of the New World order .
The result of this war is likely contributing to draw the future image of the world order; and not only the political regime of Iraq. Perhaps, the result of this war will be the decisive factor, which will separate between two contradicted directions of balancing the post-cold war powers, practically, the result of this war will also draw the limits of the role which the UN as well as the world super power excluding USA and Britain, will play a reconstruction of Iraq, politically, economically and socially. USA, which had mobilized about a quarter of a million soldiers to wage war against Iraq and which had assumed the greater part of individual and economical losses will not allow others to interfere in laying dawn the basic guidelines of the future of Iraq even though it has no objection, as the Secretary of State Colin Powel said, “to give the United Nations a role in some operations of reconstruction in Iraq” .
It has become evident, a long time prior to the declaration of ending the military operations in Iraq, that building of administration in Iraq, planned to be implemented immediately after the war, will be a US command which will be in charge of running the Iraqi affairs till an Iraqi transitional administration is established, and during this period, it will be dependable on establishing a hierarchical structure consisting of various levels which include a number of internal and external Iraqi leaders. The other level is to divide Iraq into three administrative areas (province of Basra in the south, province of Baghdad in the center and province of Mousol in the north). These provinces will be governed by US, British, Dutch, and Australian commands and the coalition forces will be in charge of maintaining security and stability . The US Dollar will replace the Iraqi Dinar till a monetary and financial system is rebuilt in Iraq, and to recourse to the usage of UN “Oil for Food” program provided that the oil revenues should be deposited at an Iraqi fund supervised by the elected transitional authority, followed by a US motion to lift the sanctions on Iraq and to exert its intensive effort in the regard in the UN security council, the thing that has been really fulfilled.
